India, Rwanda explore deeper ties in nuclear energy, AI and emerging tech

India and Rwanda have discussed expanding bilateral cooperation in nuclear energy, artificial intelligence, digital innovation and emerging technologies during a meeting between Union Minister Dr Jitendra Singh and Rwanda’s High Commissioner to India, Jacqueline Mukangira.

The Rwandan envoy called on Dr Jitendra Singh to personally deliver an invitation from the President of Rwanda for participation in the ‘Nuclear Energy Innovation Summit for Africa’ (NEISA 2026), scheduled to be held in Kigali from May 18 to 21, 2026.

While expressing appreciation for the invitation, Dr Jitendra Singh conveyed his inability to travel to Rwanda due to prior commitments. However, he agreed to participate virtually and address a designated session during the summit.

The invitation was extended on behalf of the Government of Rwanda, including Rwanda’s Minister of ICT and Innovation, Paula Ingabire. The summit will be organised at the Kigali Convention Centre in collaboration with major international and regional institutions such as the International Atomic Energy Agency (IAEA), United Nations Economic Commission for Africa (UNECA), Nuclear Energy Agency and the World Nuclear Association.

NEISA 2026 is expected to bring together ministers, policymakers, scientists, innovators, industry leaders and strategic stakeholders to discuss nuclear energy innovation, AI integration, manufacturing ecosystems and future-focused energy partnerships across Africa.

During the discussions, both sides explored opportunities to strengthen collaboration in science and technology, atomic energy applications, innovation ecosystems, research, education and digital capacity building. Rwanda expressed strong interest in India’s expanding capabilities in frontier technologies and sought deeper institutional partnerships with Indian scientific organisations and ministries.

Dr Jitendra Singh highlighted India’s growing global role in sectors such as nuclear energy, biotechnology, space technology, artificial intelligence and digital governance, driven by Prime Minister Narendra Modi’s vision of technology-led inclusive development.

The meeting also covered the proposed session for the Minister at NEISA 2026, focusing on nuclear energy deployment, AI and manufacturing partnerships, along with modalities for his virtual participation.

Reaffirming India’s commitment to global cooperation in transformative technologies, Dr Jitendra Singh said the country places high importance on partnerships with nations of the Global South in areas of science, innovation and sustainable development.
